The CO state program offers 25% state income tax credits to businesses, nonprofits, and individuals that invest in economically distressed areas like Pueblo County. The goal is to support job creation, community revitalization, and local investment.

Businesses and individuals operating within the Pueblo Enterprise Zone may be eligible for the following state income refundable tax credits:

  • Investment Tax Credit: 3% of qualified equipment purchases
  • Commercial Vehicle Investment Credit: 1.5% of commercial truck or trailer purchases
  • Job Training Tax Credit: 12% of eligible training expenses
  • New Employee Credit: $1,100 per new job created
  • Health Insurance Credit: $1,000 per new employee offered coverage
  • Research and Development Credit: 3% of increased R&D expenses
  • Vacant Building Rehab Credit: 25% of costs to rehabilitate a vacant building for two years

Provides a state income tax credit equal to 50% of FICA taxes paid on net new jobs for each year in the credit period (up to 8 years). Businesses must create at least 5 new jobs paying at least 100% of the county’s average wage. This is highly competitive for companies considering multiple states, as it requires proof that the incentive was a major factor in choosing Colorado.

The Strategic Fund Job Growth Incentive is for business expansion or relocation projects for which Colorado is in competition with at least one other state and the company has received a commitment of local government funding that matches any requested state government incentives. Offers performance-based cash grants of $3,000–$6,500 per new job created and retained for one year.

Certain capital and non-capital equipment used for manufacturing are eligible for tax exemption.

The Skill Advance Colorado Job Training Grant provides up to $1,650 per job for new hires at relocating or expanding businesses and $1,400 per job for existing businesses. These cover customized training through partnerships with educational institutions.

Operating grants in Just Transition communities will be up to $25,000

Eligible clean energy projects can typically receive savings ranging from 30%- 50%+.

Encourages third-party investments in Colorado advanced industries businesses by providing investors with 35% state income tax credit (up to $100,000),

PuebloPlex has its own zoning district, which allows for maximum flexibility and streamlined projects.

This program offers guaranteed loans for businesses in rural areas to develop, expand, or modernize, which can help create and maintain employment.

Companies in the advanced manufacturing, clean energy, construction, infrastructure, and semiconductor industries that are investing in talent initiatives such as workforce training or skill development are eligible to apply. This program offers a refundable tax credit of up to 50% of eligible costs, including facility improvements and equipment purchases used for training. Tax credits can be claimed once qualified assets are placed into service, with certificates issued from January 2026 through January 2033.

TRANSPORTATION

PuebloPlex provides intermodal accessibility, covering transportation logistics by road, rail and air.

Interstate 25 and U.S. Highway 50/96 provide transcontinental access to and from Pueblo.

Pueblo is serviced by two major rail lines.

  • Burlington Northern and Santa Fe (BNSF) Railway
  • Union Pacific (UP) Railroad

Air transportation is easily accessible with three airports located within a 150-mile radius.
